JOB DESCRIPTION TITLE: Special Education Coordinator/Supervisor
QUALIFICATIONS: ISBE Approved PEL Administrative Endorsement
*Director of Special Education Endorsement (Preferred)
REPORTS TO: Director of the Ogle County Educational Cooperative
PRIMARY FUNCTION: Provide supervision, technical assistance, program
coordination to all staff/programs within the Cooperative.
TERM and SALARY: At the Board's discretion, 210 days. Salary determined by
board.
EVALUATION: Performance of Coordinator will be evaluated in accordance with
the provisions of the OCEC evaluation process.
Travel: Daily travel between multiple buildings and school districts is
required.
SUPERVISORY RESPONSIBILITIES: - Participates in all OCEC Program IEP meetings in assigned member districts
- Participates as LEA at OCEC program IEP meetings (By the request of local LEA, or in the absence of local district LEA)
- Conduct OCEC staff evaluations including SLO development, implementation, and monitoring in accordance with OCEC evaluation process
- Supervision of assigned PLUS programs: Facilitating and leading PLUS department meetings, helping to facilitate cross county department meetings, sharing resources,
- Conduct all OCEC non-certified evaluations
- Participates in due process activities as needed
- Review IEPs for accuracy and compliance for OCEC programs and local district special education staff
- Lead local district special education team and/or educational consulting meetings
- Mentoring new OCEC teachers and PPS staff
- Communicate an inclusive vision and mission for meeting the needs of individuals with exceptional learning needs and their families
PROGRAM COORDINATION RESPONSIBILITIES: - Be aware of and coordinate special education resources within the community including liaison with agencies in the provision of services to students receiving special education, provide these resources to special education teams, teachers, parents, students, and support staff (Sinnissippi, Florissa, Easter Seals, Summer Programming, etc.)
- Respond to all issues relative to special education as they occur
- Facilitate difficult meetings involving multiple atypical members (DCFS, outside service providers, advocates, etc.)
- Attend IEPs and eligibility conferences at the request of member districts
- Review transfer in IEP's for compliance and facilitates acceptance, or revision as appropriate
- Facilitate and support meetings involving major change of placement consideration (outside of typical school setting)
- Provide legal updates to special education departments and district administration
- Review data and programming practices of OCEC and member districts upon request
- Mentoring new teachers in member districts regarding IEP development and best practices
- Conduct student observations to provide instructional and behavioral strategies
- Providing trainings to OCEC and districts (CPI, Mental Health, Autism, Co-Teaching, etc)
- Serve as a liaison between OCEC and member districts.
- Provide input and guidance regarding development of new or additional programs/classes within the OCEC and member districts
- Monitor all district programs for compliance with Illinois School Code (class size, age range deviations)
- Review student files, upon request of local district personnel, to assist in interpreting service delivery needs of students new to the Cooperative.
- Participate upon request, in the process of interviewing and recruiting local district or OCEC staff.
- Supervises the STEP program, working with the coordinator, job coaches and member district staff
- Monitors all referrals for OT and PT services
- Participate in curriculum development and assessment
- Develop, review and maintain program standards, entrance/exit criteria, and transition planning
- Facilitate program planning and expansion, when necessary
- Coordinates the transfer of confidential documents between local buildings/classrooms and OCEC office
TECHNICAL ASSISTANCE RESPONSIBILITIES: - Oversee and troubleshoot online therapy services when applicable (Tiny-EYE, Presence Learning)
- District coordinator for testing (Dynamic Learning Maps)
- Coordinate the procurement and management of technology for programming (Aug Communication Apps for PLUS Ipads, Pearson Q-Global Scoring Platform, Connectivity of OCEC devices on member districts networks)
- Provide training and coordination of PowerIEP, PowerDS, PowerRtI systems
- Facilitate the correction of local SIS / iSTAR errors
PROFESSIONAL RESPONSIBILITIES: - Attend meetings to update teams regarding special education. Serve on the Building Based Team (including but not limited to Admin, Special Ed, Problem Solving, MTSS, Grade Level, PLCs) to provide coordination, consultation and technical assistance to promote the collaboration of all school professional staff aides, and related service personnel relative to programming for all students.)
- Participate as a contributing member of the OCEC administrative team, including input regarding policies and procedures.
- Maintain a yearly Illinois Alliance of Administrators of Special Education (IAASE) membership
- Attend IAASE Conferences annually
- Utilize OCEC LRP/Special Education Connection subscription to stay current on trends and legal topics relative to special education practice
- Develop his/her own professional growth through reading, workshops, inservice, conferences regarding current topics and issues pertaining to special education supervision (i.e. legislation, new ideas, professional literature)
- Perform other duties, as necessary, to provide coordination/supervision as assigned by the Director.
- Shall abide by OCEC policies and procedures
- Attend OCEC executive board meetings
- Other Duties as Assigned by the Director
